**HR Manager (Bilingual English & Mandarin)**

**Salary:** $95,000 - $125,000 per year
**Job Summary**
We are seeking an experienced **HR Manager (Bilingual English & Mandarin)** to support the launch and growth of our newly established U.S. operation in Fort Worth, Texas. This individual will serve as the lead Human Resources professional on-site, responsible for building and managing HR functions during the initial startup phase.
The HR Manager will oversee HR operations, talent acquisition, employee relations, compliance, organizational development, and workforce planning. This role will work closely with our Taiwan headquarters and future U.S. leadership team to establish scalable HR policies, processes, and programs that support business growth and workforce expansion.
**Key Responsibilities**
+ Establish and manage all local Human Resources functions for the U.S. operation.
+ Develop and implement HR policies, procedures, and systems aligned with company objectives and U.S. employment regulations.
+ Lead full-cycle recruitment activities, including sourcing, interviewing, onboarding, and talent acquisition strategies.
+ Ensure compliance with federal, state, and local employment laws and regulations.
+ Manage employee relations, performance management, compensation, benefits, and workforce planning initiatives.
+ Support organizational development and future workforce expansion efforts.
+ Serve as the primary HR contact for employees and management within the U.S. operation.
+ Partner with leadership teams in both Taiwan and the United States to align HR strategies with business objectives.
+ Facilitate communication and collaboration between U.S. and Taiwan-based teams.
+ Create and maintain a positive, compliant, and high-performing workplace culture.
**Reporting Structure**
+ Reports directly to the HR Director located in Taiwan.
+ Functions initially as a standalone HR role with full responsibility for local HR operations.
+ Future HR staff and direct reports may be added as the organization expands.
**Required Qualifications**
+ Bachelor's degree in Human Resources, Business Administration, or a related field preferred.
+ Previous experience as an HR Manager or higher-level HR leader within the semiconductor industry.
+ Strong knowledge of U.S. federal and state employment laws and HR best practices.
+ Proven experience in recruitment, talent acquisition, and talent management.
+ Demonstrated ability to independently establish and manage HR processes, systems, and policies.
+ Excellent leadership, communication, interpersonal, and problem-solving skills.
+ Experience working in a startup, expansion, or greenfield environment is highly desirable.
**Language Requirements**
**Required:**
+ Fluent in English (speaking, reading, and writing)
+ Fluent in Mandarin Chinese (speaking, reading, and writing)
The successful candidate must be able to communicate effectively with business leaders and employees in both Taiwan and the United States.
**Preferred Skills**
+ Experience supporting international or multinational organizations.
+ Strong cross-cultural communication and collaboration skills.
+ Experience building HR infrastructure for new business operations or manufacturing facilities.
